They sit above boiling water in a pot or wok and the top steamer has a lid.
Bamboo steamers are inexpensive and easy to use. They can be used to cook vegetables, seafood, chicken, dumplings, steam buns and more. Once you have given your steamer a good wash with mild soapy water, it is a good idea to soak all parts of it in water for at least 30 minutes. This helps with the heat distribution within the steamer. Your steamer should fit nicely within the rim of your wok or pot and not be wider—this will delay the cooking time.
Never place the steamer directly on fire or heat source as it will burn. During the cooking process, make sure the water in the pan is up to the rim of the bamboo steamer. And if the water level is too low, top it up with hot water to prevent the temperature from dropping drastically.
Always handle the steamer and its contents with care as they will be very hot. Use oven mitts or tongs to move things about. Steam and boiling water can cause nasty burns, so always open the lid of the steamer away from you. If cooking food that sticks easily—dumplings, buns, cakes, bao, etc. Just make sure to either poke holes or leave room around the paper for the steam to come through. For additional flavour, lettuce leaves, bamboo leaves or banana leaves can also be placed inside the steamer in place of baking paper.

If you are out of luck, you can try the bamboo steamer too, which they are easily found in Asian market.

I wish this product came with cleaning instructions but it didn't. Just search online and there's plenty of information on how to care for bamboo steamer. Order online and picked up in store at Walmart is so cool. Delivery only took 2 days.
Great product. I looked around town for a traditional bamboo steamer. None of the Asian stores carried one. So I did a quick google search and found this one on Walmart's web page. The steamer works great. I steam lots of vegetables and fish. To keep the taste of the fish out of the bamboo put a thin paper sheet between the fish and the bamboo. The top basket cooks faster than the lower one.
Once I figured this out timing finishing became a breeze. Cleans easily and drys reasonably fast. Works well, on the smaller side. I can only fit four buns on each level but it's fine over all and makes it easier for storage. I have owned a bamboo steamer for many, many years and it finally wore out so I needed to buy another one. If you are thinking of buying one just make sure you double check the size that you want. It needs to sit on a pan with boiling water for contents to cook.

It is really a very good product. I tried it already. I didn't see a lot of water drops on the lid, which I saw very often on a glass lid. This is what I like most. My wife, who is Asian, loves this steamer. She uses it with her wok and that has provided her best results. Have Used one time to steam bread.
